  摘要:“互联网青年”是伴随互联网成长起来的新一代年轻群体。他们既深入介入网络社会, 也受到互联网全方位的影响, 正逐渐成为我国网络行为主体。该群体基数大、人数多、活跃度高, 价值观呈现多元化、开放化、多维化趋势, 其网络行为展现出诸多新特点、新动向, 给国家安全和社会安全稳定带来一定的影响和冲击。习近平总书记指出, 青年是“标志时代的最灵敏的晴雨表”, “青年的价值取向决定了未来整个社会的价值取向”.未来需高度重视互联网青年群体的思想动向和教育引导工作, 进一步增强社会主义核心价值观在青年群体中的凝聚力和引领力, 切实提升主流意识形态在网络舆论场的存在感和话语权, 使广大青年网民成为国家和社会发展进步的稳定力量。

  Abstract:“Internet youth” is a new generation of young people growing up with the internet. They are not only deeply involved in the network society, but also fully influenced by the internet. And now, they have gradually been the mainstay of the network society. With an immense population base, high participation and multi-variant, open and multi-dimensional values, the group shows lots of features and trends, which are to some extent adversely affecting China's security and stability. President Xi Jinping said “the youth is often barometers of the age” “the value orientation of youth determines the future value orientation of the whole society”. To make the youth become a stable force of the development and progress of the state and society, we have to pay close attention to the ideological trends and education of the “Internet youth”, further enhance the core values of Chinese socialisms, and effectively foster the existence and discourse power of the mainstream ideology in future.

  1 The Basic Situation of “Internet Youth” in China
  
  At present, the Internet has become an important force affecting the world. It has changed the way of information dissemination, people's daily life and economic society unprecedentedly. In recent years, China's Internet industry has developed vigorously. New technologies, new things, new formats and new applications have emerged in endlessly. The network has been deeply integrated into people's lives. The scale of netizens has shown a rapid growth trend, among which young netizens are gradually becoming the main body of network behavior in China. CNNIC, the China Internet Information Center, defines Chinese residents over the age of six who have used the Internet in the past six months as Internet users. [1] However, the current definition of “youth” varies from country to country and from organization to organization. For example, the General Assembly of the United Nations defines “youth” as a person aged between 15 and 24; the Constitution of the Communist Youth League of China stipulates that people aged between 14 and 28 are “youth League members”; in April 2017, the Central Committee of the Communist Party of China and the State Council issued the “Medium and Long-term Youth Development Plan (2016-2025)”, the youth age range is defined as 14-35 [2]. The term “Internet youth” in this article refers to Chinese youth aged 14-35 who have used the Internet in half a year. Most of them grow up with the Internet. They belong to the post-80s, post-90s and post-00s. They have more contact and use of the Internet in their daily life. They are not only deeply involved in the network society, but also affected by the Internet in all aspects. They are typical “Internet youth”.
  
  China's Internet youth group has a large base, a large number of people and a high degree of activity. According to the 42nd survey report issued by CNNIC, the Internet Information Center of China, as of June 2018, the number of netizens in China reached 802 million, of which the 10-39-year-old group was the main group, accounting for 70.8% of the total number of netizens. Among them, 27.9% were netizens aged 20-29 years, 18.2% were netizens aged 10-19 years and 24.7% were netizens aged 30-39 years. [1] In July 2017, the International Telecommunication Union released a report entitled Facts and Figures of Information and Communication Technology in 2017, which also pointed out that more than 830 million young people worldwide access the Internet, accounting for more than 80% of the youth population in 104 countries. In China and India alone, 320 million young people use the Internet. [3] The Report on Internet Behavior of Chinese Youth Netizens (2016-2017), published by the Central Propaganda Department of the Communist Youth League in May 2017, found that the average time spent on the Internet after 80 was 6.2 hours per day, while the average time spent on the Internet after 90 was 6.5 hours per day, and more than a quarter of the time spent on the Internet was spent on the Internet.   2 Main Behavior Characteristics of “Internet Youth” Groups
  
  2.1 Ideological and behavioral positively, identifying with China's development path and system

Some young students have good patriotic behavior. In many voluntary activities, they can always see the figure of young students, silently serve and repay the society. [6] A nationwide survey of college students released by Shanghai Normal University shows that the sense of patriotism, responsibility, credit and self-esteem of contemporary college students are particularly prominent, with a sense of patriotism exceeding 7 points (full score 10), reaching a higher level.   2.2 The trend of group values is diversified, open and multi-dimensional.
  
  At present, the Internet has been deeply integrated into people's lives, and the way of life, way of thinking and values of youth groups are being influenced and changed by the Internet in an all-round way. The Internet has not only broken the restrictions, boundaries and levels, but also has the characteristics of anti-authority, de-hierarchy and entertainment. It has also thoroughly changed the way of communication and knowledge transmission among the youth, and promoted the values of youth groups to develop in a pluralistic, open and multi-dimensional direction [8]. In the current cyberspace, in addition to the mainstream ideology, the discussion of historical nihilism, universal axiology, nationalism, populism, conservatism and other trends of thought is becoming more and more active, which has exerted varying degrees of influence on youth values.
  
  2.3 Groups of anxiety continue to grow and spread to cyberspace
  
  China is in a period of economic transformation and rapid social development. This dramatic change also makes the anxiety of the general public continue to breed, especially in the youth group, there are widespread problems such as irritability, depression and irrational impulse. Young people's anxiety mainly focuses on household registration, employment, marriage, pension and other aspects. Education, medical treatment and housing are also called “the new three mountains” by the media. At the same time, the anxiety of young people is spreading to the cyberspace and enlarging through the network, which leads to some young Internet groups often feel dissatisfied with the status quo, easily associate and identify with the gap between the rich and the poor, social class differences, and so on. As a result, some young netizens have a strong sense of deprivation, which breeds violence. Emotion, the desire to vent anger.
  
  2.4 Increasing Political Participation and Diversifying Topics of Internet Politics
  
  At present, with the growing up of the Internet, the younger generation is more and more involved in political discussions, and the younger generation is increasingly playing the role of the main force and the fresh force of network political participation. As an important form of Youth Political Participation in political activities, network has penetrated into the real life of youth groups. The trend of diversification of Internet youth political topics is increasing. The central focus, social hot spots, livelihood topics, international situation and so on are the focus of their attention and discussion. Taking the National “Two Sessions” in 2018 as an example, the survey conducted by Xinhua and People's Networks shows that the topics of revising the Constitution, reforming the National Defense Force, fighting corruption, promoting honesty, social security, educational equity, medical reform, governing the country by law, housing system, income distribution, environmental protection and public safety are all youth on the Internet.   3. Issues worthy of attention and related impact analysis
  
  3.1 Extreme irrational trends of thought such as populism exacerbate social contradictions
  
  Populism and other undesirable trends of thought are becoming a universal reality in today's world. The rapid development of China's economy and society has also produced many social problems that need to be solved urgently, such as corruption, widening gap between rich and poor, rising cost of living and so on. This has led to the growing popularity of some young people's Internet populist behavior tendency, “keyboard chivalry” and other extreme irrational groups, hatred of officials, hostility to the elite, aggressive. Some young netizens lack the ability to think independently, and their online speech is highly emotional and impetuous. They criticize, slander and attack those who hold different opinions. In the face of hot Internet events, they lack the ability to distinguish rumors and are easily instigated into unconscious destructive actions on the internet. The spread and confluence of irrational ideological trends such as network populism and extreme nationalism have enormous energy and uncertainties of continuous evolution, which will further intensify social contradictions and deepen social class antagonism.
  
  3.2 The spread of some negative thoughts is harmful to the physical and mental health of young people.
  
  With the rapid dissemination of Internet information and the development of social multiculturalism, some unhealthy ideological and cultural opportunities penetrate and erode our youth groups, resulting in some young people's spiritual and ideological negative tendencies and deviations in values and pursuit. In recent years, bad ideas such as “funeral culture”, “buddhism” and “Beijing paralysis” which originated from games, movies and animation have spread rapidly, and they have aroused an upsurge of pursuit and imitation among young people. The flippant and decadent “entertainment culture” such as various eye-catching vulgar performances and vulgar passages in the network platform is not only harmful to the cultivation of young people's personality, but also has a negative effect on the shaping of young people's values. Some young people are imperceptibly influenced in the process of long-term browsing, which leads to vulgarization of aesthetic taste, deviation of moral outlook, expansion of material desire, and seriously endangers the physical and mental health of young people. In addition, some young people are influenced by bad ideas abroad, such as “Jingri” and “Fen”, which often happen and have a bad impact on society.
  
  3.3 Some network platforms arbitrarily intensify young people's anxiety and affect social stability.
  
  Some Internet self-Media consume the anxiety of Internet youth groups wantonly, including the anxiety of buying houses, working overtime, traffic anxiety, employment anxiety, marriage anxiety and so on, and even become a new industry chain. They stir up young people's anxiety in many ways, and use it as a tool of hype and money-gathering. For example, the recent rise in rents in some cities has aroused public concern, and a large number of inflammatory Internet articles have become popular, which promotes the panic of young Internet groups. Under the attack of Internet public opinion, young people gradually resonate with these texts and events. The tense and uneasy psychological state makes the anxiety of the whole group accumulate continuously, and is constantly amplified in the dissemination, resulting in intensified contradictions and affecting social stability.
  
  3.4 Watch out for the infiltration and erosion of youth groups by foreign forces
  
  Internet youth groups are keen to obtain information through the Internet, but most of them grew up in a peaceful and stable environment with superior living conditions. They lack a comprehensive understanding of China's history, our Party's history and the overall national conditions. They lack sufficient discrimination, sensitivity and judgment. Their own outlook on history and life still needs to be improved. It is vulnerable to the guidance of bad public opinion and risks being used for political mobilization. We need to be alert to the penetration strategy of “cyber freedom” carried out by western countries led by the United States, which induces numerous “big V”, “public” and “opinion leaders” in China by means of secret lures and buy-outs, penetrates and solicits the youth groups on the Internet in our country, and picks up various hotspots through cyber channels and various network hot events. Dispatch, slander and attack the mainstream ideology of our country.
  
  4 countermeasures and suggestions
  
  4.1 Continuously innovating propaganda methods to make socialist core values the main theme of Cyberspace
  
  The socialist core values are the concentrated embodiment of the Chinese spirit, which embodies the common value pursuit of all the people. To cultivate and carry forward socialist core values is conducive to helping young people resist the poisoning of wrong ideological trends and firm their ideals and beliefs. The key to cultivating socialist core values is to let theory penetrate into the life of youth groups, further innovate the way of propaganda and education, and stimulate the enthusiasm of youth groups to study actively and practice conscientiously through two-way interaction such as “moistening things silently” and “gentle wind and drizzle”.
  
  4.2 To seize the position of network public opinion and enhance the sense of existence and discourse power of mainstream ideology in the field of network public opinion
  
  We should further consolidate and strengthen the mainstream ideology and public opinion, actively guide public opinion and create a good atmosphere of public opinion. The mainstream authoritative media should accelerate the strategic transformation, realize the integration and development with the new media, and constantly improve the communication, credibility and influence. We should make good use of the new technology of network and new media, innovate the discourse system and expression mode, and actively guide young netizens. We should cultivate a group of young leaders with positive opinions on the Internet, encourage them to speak out actively and safeguard the mainstream ideology and values.
  
  4.3 Pay attention to the characteristics of youth groups and do a good job in ideological education and care and support work.
  
  On the one hand, in the face of the complex and pluralistic situation of youth ideology, we should clearly orientate, classify and guide, and precisely lead; give full play to the role of the Party and League organizations, promote socialist core values and excellent traditional culture, resolutely fight against the infiltration of universal values and the intervention of foreign forces; take the lead in advocating rational dialogue and restraining extreme and irrational disputes. To prevent propaganda from fuelling undesirable trends of thought. On the other hand, efforts should be made to solve the anxiety problem of young people, provide policy support, give full play to the role of the Communist Youth League and youth organizations, organize social participation and communication, and do a good job in grass-roots services, so that young people can have more “sense of gain”.
